Default 94 hatch limp mode fix?

Hey all,
I have a 94 civic with a d16y8 head on a d15 block. I'm using a chipped P28 ecu. The car has been running great all summer, but with the colder weather now has started to act up. It runs really rich (white and black smoke from tailpipe) and idles at 2000 rpm and is really low on power when I drive it. The check engine light is on. When I pull the code, it stays on instead of blinking, which I know means back up/limp home mode. Yesterday I reset the ecu by disconnecting the battery, pulling the ecu and back up fuse, and letting the car sit for a few minutes. When I restarted it, it worked great! I took it for a test drive and it drove wonderfully. Now today I go to start it again and it's back to square one with the ridiculously rich fuel condition. I should also note that the area beneath the carpet on the passenger side where the ecu is located is really nasty and moist, but the fact that this is an intermittent issue makes me think that the ecu doesn't simply have water damage and not work anymore. Another note: when the car was running well, the check engine light was still on, but the code it threw out was 22 (vtec pressure valve), but vtec was definitely working when I drove it. Does anyone have any ideas how to get limp mode off for good short of just buying and chipping a new ecu or resetting it again and hoping it lasts?
