Default No power to ECU/Fuel Pump, please help!

Hey guys, need some help with this one as I’m not sure where to look. Yes, I’ve already been through as much threads as possible. Car is a 2000 Acura Integra converted to OBD1.

Things I’ve already done:
New Main Relay
Checked for power at A25 Ecu (no voltage)
Put ECU in another car to verify it works and it does work (also put in a good working ecu)
Main Relay is getting constant power and when ignition is switched on I see 12v at the pin for the relay.
Fuse to Ecu is good and receiving power
Brand new engine harness from Rywire (OBD1)

Things I’ll be doing today is going over the grounds, trying to jump the fuel pump wiring. Check more fuses. Any ideas guys?

Idk how converting from obd2 to obd1 will effect this, but just throwing ideas out there. The 2000-01 have an immobilizer right?
