Cranks but wont start. CEL doesn't turn off.
Ive got a problem with my CRX. I just got it back from a guy that did some work for me and everything was running great. I was turning on my street a couple days ago and it just died. sputter, cough, dead. No warnings, no other signs of problems.
The fuel pump is not coming on. That I know for sure. The check engine light does come on when you turn the key to run but it doesn't go out after a few seconds like normal. I can hear the main relay clicking, but just for kicks i swapped it to a new one - I keep one around just in case. Same problem. I checked everything on the list here except for the last test.
My question i guess is would a bad igniter (or ignition control module, whatever you wanna call it) also kill the fuel pump or am i looking at a bad ECU? Its a chipped unit running an obd1 b series. Ive looked for shoddy wires, but i cant find any. What else might cause there to be no fuel pump? One of the things the guy did was the fuel pump, so I'm assuming it didn't shidded itself after a week?
Any help is appreciated.

What kind of work did you have done to the car? Any chance they left a battery terminal loose or the alternator charge wire a bit loose? Possible the battery is mostly dead but can still light the dash.
Pull the codes from the ECU? I think it is just lift the carpet and look in the inspection window on the CRX.
Oh shoot, missed the cranks but no start in the title. Rules out the battery and charging. Could just be a dead fuel pump.

He put a main relay in, new fuel tank and pump, did the cooling system and cleaned up some wiring stuff. Nothing too crazy. It was a project when i bought it, and had been sitting since 2014. any clues on where the fuel pump power wire is easily accessible? Id like to hot wire it just to see if it'll kick on before i drop the tank to investigate.
edit: My main question is still whether a bad igniter would cause a solid check engine light and no fuel pump or not.

A bad igniter would not stop the fuel pump from running.
I don't think the CRX has a fuel pump access cover. Requires dropping the tank to access the pump and wires at the pump.
Someone else might have better insight.
The constant CEL might be an indication of what is going on. I think even in the EF the ECU had fuel pump control.

Its OBD1, so i do think the ecu has FP control. Its a chipped unit if that matters. It was running fine up till that point, so its gotta be something stupid that just shat the bed.
