Ok so Stinky is giving me a headache (1995 civic lx d15b7 416k miles 5 speed)
Key the ignition for 3-5 seconds and it wont start, key it again and it fires right up. Runs fine. Im thinking its a fuel pressure problem, I replaced the fuel pressure regulator, no change. Also when the wind is just right I get a whiff of gas from the back of the car, So where do I begin with this?

And I would also follow the gas lines from the pump all the way to the engine to be sure they are in good order too.
