Default Help!! stuttering(?) or surging(?) (See Video) when it hits 2000rpm

I’ve been coming here to the website ever since 2011 when I got my 1993 4dr automatic Honda Civic for answers. I’ve looked high and low on here for anything that could help with my current issue but haven’t found anyone that had a similar issue and that’s my reason for posting. I’ve also asked on a Honda group on Facebook but still haven’t found any answers.

My 1.5 non VTEC engine blew back in March. My dad and I rebuilt a 1.6 VTEC (D16Y8) and installed it in June. For the past month we’ve been having the same issue. I’m not sure what to call it (surge? sputter?). My dad is more of an American muscle mechanic though he works on everything and has built plenty of engines. This has him stumped though. We’ve asked around and sought any help or advice from local Honda people but no one has any idea. Pretty much everything that needs to be brand new for an engine rebuild is brand new.



I’ve gotten the engine code and it’s throwing:
  • Code 14 (IACV or ECU)
Things we’ve replaced:
  • Distributor Motor, Cap, ICM, Coil
  • IACV (2 different ones)
  • ECU (3 different ones. Right now there is a P28 and so far it seems to be the best we’ve tried.)
  • Almost all of the other sensors are brand new.
Please be kind. I am no mechanic. I only know how to do standard things when it comes to cars (oil change, check tire pressure, how to change a tire, etc.)

Are you actively giving it throttle or is it revving like that autonomously? It honestly looks like it's hitting a rev limiter while you give it throttle in park.

I was giving it throttle in the video, once while I was in the car to show where the odometer goes when I was giving it gas and twice outside the car.
