I'm trying to figure out what besides the power steering pump and wheels and tires will cause the steering wheel to shake and vibrate from speeds as slow as 40 up to 60, feels like a bulging tire kinda but it's not and I've tried to fix everything, it's a 98 Honda Civic Ex,2 door.

 

so what have you tried to fix it?

 

I've checked the balance of the tires, replaced inner and outer tie rods and wheel bearings and ball joints as well as front brakes.

 

what about a wheel allignment? hows your suspension?

 

How about a wheel bearing or a lower control arm compliance bushing ?

You mentioned that the vibration is between 40 and 60mph... does it go away above 60mph ? If so, does it come back around 80mph ? If so, it is likely a wheel balance problem OR a bent wheel.

 

I appreciate all the feedback and suggestions, I have a couple of things to try and I'll post an update and let everyone know what fixes the problem.

 

A bad axle will do that, check to see if the boot on the axle is not torn or broken, my axle did this when the boot tore.

 

Yup, add bad axle to the list. When the joints aren't rotating smoothly as they should.
