Default Noob needs help

Hey yall I got my first Civic a while back its a 99 EX and I need to turn off the check engine light in order to pass inspection. I got an OBD2 scanner to see what was wrong with it but it wont read anything it gets 0 DTC and says error whenever it scans. It has a D16Y8 engine and I later found out it has what I think is a 95 Del Sol ECU. It idles really low and jerks whenever I go too slow in first or second gear. If anyone has any advice on how to begin to diagnose that would be great.

replace the ecu with an obd2b p2p. Check your engine mounts.

And if there is no CKF mounted around the crank timing gear ???
