One high beam not working, no power to fuse

One high beam not working, no power to fuse
98 integra, One of my high beams is out and I have traced it back to the fuse box and there is no power on the fuse but the other high beam of course has voltage, I'm at a loss here don't the high beams come in as one wire and leave as two? Could a part in the fuse box have gone bad?
