Seatbelt light turns on during acceleration and turns off during deceleration

Seatbelt light turns on during acceleration and turns off during deceleration
1991 Civic Sedan 1.5 DX
As the title states the seatbelt light turns on during acceleration and turns off during deceleration
Now this really wouldn't concern me but once every 20 times it turns on the engine stutters or has a very short missfire. I've called around to all my local Honda shops and shops around the country to just be told to take it in for electrical diagnosis so before I do that I was hoping someone on this forum may have had a similar issue and may be able to point me in the right direction.
