1993 Honda Del Sol ECU and CEL
My Honda Del Sol has thrown CEL and the code is 13 which is BARO (Barometric pressure sensor) sensor. My Car will sometimes at idle start shaking very bad and almost start chugging and the lights will dim like its about to turn off and then it spikes in RPMs to about 1000k from 100. I've seen that the sensor is in the ECU, Do I need a new ECU is there something else I should check before changing out the ECU, Also I have a d15b7, which ECU do I need for this engine?

The part number you need for the engine that you have is 37820-P06-A01 or A02. The Baro sensor is in fact found inside the ECU and thus, unlikely that it can be serviced/repaired. One could de-solder a Baro sensor from a known good ECU and installed into your ECU, but there is no guarantee that this solves your problem.
