Default B20b high idle

Bought the car running as a project to learn the ins and outs.
B20b idles 2,200 rpm, cleaned throttle body, installed new throttle body gasket, new map sensor and installed and tuned TPS sensor. I reset the ecu and purged out the cooling system. Started her up and it was surging, so I cleaned iacv ( only 2 months old) purged cooling system and reset ecu, took away the surging. with map sensor and iacv sensor plugged in it idle at 2500 rpm, both sensor (Map & iacv) unplugged runs 2,000 rpm. When I take air filter off and plug top suction hole in throttle body it idles perfectly at 500 rpm. I don’t get any suction from the bottom port. New thermostat and proper circulation to FITV and IACV, any information helps thank you
I don’t know what ecu I have or if it’s even correct, the further I keep digging in the motor the more mechanical errors I’m having to redo

Try a "known good" IACV from another car... hopefully, it matches the one that you have now in shape, size and port opening diameters.
