Buying a used 03 civic. Would changing out the fuel pump make sense? It seems like a pretty straightforward job.. but do the filters clog up or are known to go bad?

You can get a " plug and play " unit for around $100** , and they are easy to get at and replace . I got the pump only and had to fit it onto the assembly , if you're not up to doing that don't . If it runs O.K. and fuel pressure isn't a problem why worry ?
