Default D16Y7 Timing belt set

Hello, I have simple questions. AmI one tooth wrong on cam wheel?
When I set Cam gear sprocket to D16 arrows at cover. (not at line of head as D15)
then I have pulles out of 1TDC. Engine runs good but I have Distributor fully at one side to set timing with light.

Looks off to me.
Pull it off the cam,
Set No1 to TDC
get the crank right.
Line the cam up to the cylinder head surface with "UP" on the spoke at the top.
Slip the belt on (order is crank, tensioner, water pump, cam).
Loosen and retighten the tensioner
Rotate the crank 5 or 6 time CCW
Loosen the tensioner 180*
Rotate the Crank 3 teeth on the cam pulley CCW.
Tighten the tensioner
