2017 Civic EX-L - CAT Part Question - replace failed 18150-5AA-L00 with 18150-5AA-A00

Icon5 2017 Civic EX-L - CAT Part Question - replace failed 18150-5AA-L00 with 18150-5AA-A00

My 2017 Civic EX-L is CA Emissions Compliant and has a failed catalytic converter (18150-5AA-L00) is the existing cat part for CA emissions. I don't live in California, I live in Pennsylvania. I don't want to spend the extra $2000 to get the CA compliant catalytic converter when the 49 state version of the cat should work fine for me. (18150-5AA-A00).

Dealership is telling me if I don't put the CA compliant cat in my car it will cause the check engine light to stay on and I will still fail emissions. Is that true? Vehicle has 100K miles on it and I'm OK with a $1500 Cat replacement job, but a $4300 Cat replacement job is too much.

Anyone who can tell me what the impact is of replacing the failed CA compliant 18150-5AA-L00 part with the 49 state compliant 18150-5AA-A00 ? Will my CEL be on and still unable to pass emissions?
