Power steering gone in 1994 civic si

Default Power steering gone in 1994 civic si

I live in Canada so my cars been away for the winter and hasn’t been getting driven I just start it every few days to maintain the battery
I went out today for the first time in a few days and the snow melted so I figured I’d move the car around a bit.
my question is tho when I went to move the car as I was backing up and went to turn it was as if my power steering was completely gone, their was no fluid on the ground and I didn’t have much time to look at it before work but does anyone know what could cause it to lose power steering from sitting?
This is my first eg with power steering so I’m not experienced with how any of it works, any help is appreciated thanks!

belt ? was the pulley on the PS pump moving ?

The belt seemed fine and the pulley was moving as normal but it was really stiff and felt like my hatch that doesn’t have power steering
