Default Scanner won't connect to my car...

I have a 99 Integra (OBDII) with a B16A3 (OBDI) and a P28. Check engine light is on. Went to plug in a scanner. Wouldn't connect. My car is having a hard time starting when it's cold. Why can't I connect to my car? Is there another way I can find out what's wrong with my car? It's really bugging me.

scanners are obd 2, if you are running obd1 ecu, you need to get a paper clip and to find the service connector and jump it with the paper clip and count the blinks of he CEL

Is that the little blue connector EricTheCarGuy is talking about in that video?
