Smog probs
I'm trying to smog my 1997 honda civic lx, I've been through 2 or 3 drive cycles and my monitors arent resetting. My ecu is a p2e-l31 and I know usually it's an l32 that comes stock I think. So either maybe it's my ecu that's the wrong one or my ecu resets whenever I turn off the car
There was a dx racing exhaust with headers before with no cat or 02s so it immediately failed, and it throws p1298 the eld fuze I replaced it tho and all the wires from it look fine

L31 vs L32 is not likely to be your issue. Make note of it and move on.
Your car should have a "DX" exhaust on it with the combined manifold/catalyst. and the O2 sensors mounted before & after. You won't be passing smog any other way.
Do you mean a P1298? There is no readiness monitor for the ELD circuit, fix your issue there, do a drive cycle and that will be fine.

FYI - The ELD code did not tell you to replace the ELD sensor. It told you to troubleshoot the ELD circuit to pinpoint the specific problem.

Every time you clear codes you reset all of the readiness monitors, and then you have to go through the full drive cycle to get back to readiness.

it says its saved in the ecu and it's been a couple weeks since I erased the code I've just left it alone. I'm taking it to a shop tomorrow to diagnose it so I can fix it
Check whether dash fuse 15 is blown. If fuse 15 is blown, search for the fuse 15 Honda TSB, which is a problem with wires shorted to ground on the rear of the intake manifold. Also replace the fuse to see if it blows again.

Given the additional link of O2 sensor and ELD CEL codes to the Honda fuse 15 TSB (link below), you should consider checking whether both test tabs of fuse 15 have battery voltage with the key in ON(II). It's an easy verification test.
