99-00 Civic Headers
Do you have a tune-able ECU ("chipped", Hondata, Neptune, AEM, Haltech, etc.)? If not, there is nothing a tuner can do.
If you do have a tuneable ECU and you only changed the exhaust manifold and nothing else, you probably wouldn't see much benefit from a tune...maybe a few hp, but at what cost? I mean, getting on a dyno and tweaking your setup to run its best is always a good thing, but unless you have a buddy with a dyno who will give you a deal, you're probably looking at ~$300 for the dyno session.
If you want to put a new exhaust manifold on your car, I would just do it and drive it.

Make sure you install the 02 sensors and the stock ECU should compensate for the slight change from the header so no need for a tune at all like Dax mentioned.
DC headers are pretty good. I like that the downpipe on DC headers have the bracket that bolts to the stainless steel bracket that hangs down at the rear of the engine.
