Default ObdII port not reading

I have a 1999 Honda Civic Ex with a b16 5mt swap. The ecu is a pr4-A11 with a obdI to obdII adapter.

The obd port on my car won’t give me codes but powers on the code reader. My questions are; Do I need a obdI code reader? And Should I look at other ecu’s for this car like a genuine 99 SI ecu?
Thank you

OBD-1 ECU's do not communicate to the OBD-2 port. A PR4 ECU has no VTEC circuitry components installed, so unless these were added, VTEC will NOT work on the B16A. A '99 Civic Si ECU will run the engine properly and the OBD-2 port will function appropriately.

I am picking up a SI ecu today and I’ll see if it fixes my problem thank you a ton. Although the car feels like vtec is kicking in. Whoever owned it before me had cut the wires to the solenoid and wired them into the ecu, should I buy new plugs to return it to factory or should I wire it to the new ecu In the same way?

I’ve attaches some pictures of the problem

The crappy wiring done by previous owner

Wires to the ecu

They have ‘99 GSR written on the front of this but it’s not the right ecu for that car
