part of your problem is that these aren't Phillips head per se. they are JIC and using a JIC screwdriver is your best bet for getting them out.
it may seem expensive for a screwdriver but the Vessel Megadora and Megadora Impacta are well worth the money. this is what i have been using for 15 years. no complaints.

There's no need to remove those screws to clean the IACV. Use brake cleaner to remove soot from the valve mechanism that bypasses air to the intake manifold.
Ek civic: Got the damn screws out of the end if my iac valve!
They were stuck. Starting to strip stuck and i know you need to take them off to really clean the valve and make sure it is moving freely. So frustrating!
so i blasted the screws with pb blaster and let it soak, whacking a philips screwdriver in the head with a mallet a couple times. Still wouldnt budge. Didnt feel like i was getting focused effort so i rigged up this device and they popped free pretty easily.
i am guessing the extra leverage and control with the pipe wrench handle made it all happen.
key ingredients: new screwdriver, clean and ready to work
pipe wrench
c clamp with small wiod block to keep the valve from shimmying
small piece of plyood for under and 4x4 leg from an old bed frame
mall piece of wood for top of screwdriver to lean onto to make sure screwdriver aint going nowhere
and a little torque
p-phuckin-hew! Iac valve for ek civic, 1998 civic dx hatch with stuck stuck phillips screws but the couldnt say no to this!

Iacv: snapped a screw putting it back in...:(. 98 civic dx
Was almost done and last bolt/scew didnt seem to tighten so i turned it one more time and half of it came out in the ratchet. Im not sure if there will be a stub sticking out. I had to go somewhere so i pulled it all together and started it up and no codes, ran fine until the return trip the idle started bouncing again and the check engine light came on. Ugh...
these are the 4 bolts that hold the iacv to the throttle body, not the two on the end.
went by the dealer and they told me they didnt have the exact screw but could order it from ohio and it costs $1.02 each. They gave me some specs...but said 5 days. no dice chicago.
but i will still have to nut ip and take it all apart and see what i see but 8m guessing it wont be a disney movie, my guess is i will have to try to figure out how to get it out of one of the lower holes...so probably means removing the throttle body which i had been trying to avoid.
it ran well for a while there...well at first not but then i realized i had cleaned it but not plugged the iacv back in in my rushing to get to work.

Its a small screw/bolt. 5x16, which means 5mm shaft and its 16 mm long. It had a 8mm head, now i have it.
so small, not sure how to extract it. I dont have an extractor now but if i did it would likely be too big.
left handed drill bit? Pray? I will have to take the throttle body off, yes?
that keans getting another gasket most likely, right?.

Im going to try to take it apart again and see if i can extract the screw stub. I got a screw extractor, a ryobi #1 and a 7/64 drill bit. I think i will have to take the throttle body off, i didnt when i removed the iacv before, just struggled with the tight spaces in there. Could the missing screw be why the idle went back up and down again? Its not as bad as before but still not good. When i pulled the fuse to reset the check engine light it ran great for 35-40 miles or so then the check engine light popped on and it started acting up. Could that be the missing screw talking?
i never cleaned the map sensor before even though the code said map sensor. Just figured maybe the dirty iacv could have triggered it...

Took it all off and apart and saw there was a tiny stub of the broken bolt sticking out. I could not get a good enough grip without removing the throttle body. Gave it a good scrub, bot the bot out with a needle nose pliers, put it all back together. Pulled the back up 7.5A fuse for over 10 minutes. Fingers crossed...got dark so may wait til tomorrow to try it.

Ok, so i think i screwed up. Runs bad. Check engine light back in right away.
i think i may have made a mistake cleaning the throttle body when i remived it. I used pb blaster and...
i forgot that there is one hole that goes to the map sensor. I blasted it. So...when i removed the map sensor i saw a little pb in the entry hole. I dabbed it off but maybe some got in there? That woukd be bad, yes?
if i take off thr mao sensor and gt some of that electrical cleaner can i fix this?
i will go get the codes tomorrow and i am guess it ill be P 0505 map sensor has pb on it.

i cleaned things so much and now this...
also, i did not replace the throttle body gasket as i didnt have another one. It looked ok tho. One stud came out with the nut...but it all went back in there.
i wil give it a other try but discouraging...
