Default 1994 Civic Del Sol Fuel Pump Problem

This seems rather a common problem. I've done everything. I want to be sure I havent missed anything before I sing money into this old junk.

Issue: Was driving fine, engine lost power without serious event. Coasted to the side of the road.
Restart unsuccessful. Cranks fine, no fire.
Fuel pump not running. Replaced fuel pump, and main relay.
Same result. Cranks, but no start.
I jumpered pin 1 and 7, and I hear the pump run. I loosen the bolt on the fuel filter, and fuel is present.
I jumper 1 & 7 from the back of the connector, and attempt start with pump artificially running. Still, no start.

I checked ALL fuses. All fine.

Where do I go next? I'm not ready to blow another $200 in an ECM. Not until I KNOW its the ECM.

Replies appreciated.
Thank you.

Remove and open up the ECM and see if there are any blown or leaking capacitors, etc.

I would be looking toward the ECU.

Seems C15 is blown. Board damage is minimal. I went to digikey and ordered a set to replace ALL electrolytic caps. I can repair a trace or two with a jumper wire if needed. Its clear the cap is the issue. One lead is completely detached from the bigger one.

Caps are of these sizes. All Aluminum Electrolytic

35v 220uf Qty 1
35v 100uf Qty 1
35v 33uf Qty 3
10v 220uf Qty 1
10v 100uf Qty 1
10v 47uf Qty 1

I, of course, upped the voltage and ordered ones that can stand higher temps.
