Default Civic 96 (Check Engine) issue

Hi all
Well i have this Honda Civic 1996, which has a d15b vtec engine.
The problem I have is, it does not deliver me the required VTEC output it is supposed to, after 2.5k rpm. Infact, at times, when i push it over 2000, its check engine light shows up. I came to know that the ECU it has is of one of the Honda city models, and not the actual p08 which it should have. Could these 3 the be connected? (TheVTEC not kicking in incorrect ECU and check engine light)
looking for some expert opinions.
