google is your friend.
google the manufacture of the cam you are interested in running, and manufacturer website should provide information on what is recommended, and/or what is required

sk2:

Tuner Stage 1 Camshaft - B VTEC

Must use Skunk2 Racing Alpha Valve Spring and Retainer (P/N 344-05-1300) or Pro Series Valve Springs (P/N 311-05-5350) and Pro Series Retainers (P/N 308-05-0300).

blox:

Tuner Series Type-A Camshafts (B-series DOHC VTEC)

Upgraded valvetrain is not necessary, but is always recommended.

I would install dual valve springs on ANY camshaft upgrade in a "B" series engine.

You don't have to, but know the age of your valvetrain when decided.
