2004 Civic EP1 - Heating temperature regulator does not work

I have a Civic Sport from 2004, and I'm having a problem with the heating/air conditioning temperature regulator. My air conditioning it's manual, and in this moment it only does cold air (luckily were in summer, in Portugal).
I've already removed the heating control panel and see that the problem it's related to a broken plastic piece that fixes the steel cable to allot the regulator to push and pull the cable in order to open or close the tap on cooling system. I've bought a new heating control panel but before I replace the old one, I've found why the plastic piece was broken...
Basically if I try to pull the steel cable to open/close the cooling tap, it seems stuck and the tap does not move. I've followed the steel cable of the heating regulator, and there is a "system" with a couple of plastic sprockets where is connected the steel cable of heating regulator, bellow the steering wheel, exactly on the right side of the fusebox:
(sorry about the portuguese in the description, but on the left side it's the cable of cooling tap, and on the right side it's the cable of heating temperature regulator)
I've removed both cables and pushed/pulled them manually, and they're not stucked. The stuck/problem it's on the plastic sprockets system... If I try to move the sprockets manually it's possible to see that it's needed to do some effort do move them.
Is there anyone that already had this problem? How can I fix that? (I've not removed yet the plastic sprockets, as it's in a difficult area access and I'm afraid to broke them, as I do not have any technical scheme for the heating/air conditioning system)
