Are you saying it's not idling correctly? I would think it's the IAC (idle air control).
I have heard some people say it can also happen (although I'm not sure why) if you have low coolant, so check that just in case.

This generation of Accord is a Speed Density system. There are no MAF or VAF to directly measure air mass.

I'm with hondamark35, I'd first check for vacuum leak. Go around and start examing and pinching hoses, look to see if any are cracked or fallen off. Pinching them is to close the possible vacuum and see if anything changes.
My car the idle goes up and down there is three hoses on top of the motor that goes to control box I take one off it don't rev as much but it still revs put back on goes back up what could it be

If you let the idle problem continue..perhaps it will become a smoke machine.. 2 birds with one stone , eh?
