Default Ignition Problems

Okay so I am having issues with my civic sometimes not turning over. Whenever the car doesn't start, the dash lights still turn on, I hear a the main relay click along with the fuel pump priming. Also, I have checked the voltage at the signal wire on the starter whenever it doesn't start. It reads about 8 V. I believe the starter is still good because when I hardwire the starter coil to the battery, it starts up every time. I have a remote start installed on the car and I have to start the car that way whenever the key won't. Could this be the ignition cylinder?

Totally forgot to mention type of car. It's a 97 civic ex with a itr swap.
