I have a 98 civic dx coupe with a B16A OBD1 the guy I got the car from didn't do the best on the wiring my problem is the old cluster didn't have a tach and the apeedo wasn't working so I bought one that has a tach and put it in last night. The tach isn't working and neither is the speedo Vtec works as it should i tried wiring the blue tach wire from the dizzy to the little blue plug with the rubber cap on top of the drive side strut tower and that didn't work either in wondering if this all could be a ECU issue and the reason I think that's a possibility is 1-when I check the CEL codes the light stays solid. 2- the fuel pump is not shutting off after priming it is delivering a constant 60psi per the gauge on the fuel rail. 3- tach isn't working and I read that the tach goes to the ECU then out to the cluster can't anyone shed some light on this fire me? The ECU is a P30-A00 AXM Virgin as far as I'm aware of

If VTEC works, then your ECU is receiving signal from both your distributor and the Vehicle Speed Sensor. Your problem is likely a wiring issue at the cluster or a power problem to the instruments.
