Not sure of the colors on the MonoTech harness, but per my notes on my EF Sedan DX (still OBD-0, so take that into consideration), the YEL/WHT should be ground and the GRN/WHT should be +5V. The center wire (RED/BLU) is the TPS signal to the ECU and should be approximately 0.45V @ 0% throttle and 4.5V @ 100% throttle.

From the TPS connector, all 3 wires run to the 14-pin connector on the passenger shock tower.

The YEL/WHT from the TPS stays a YEL/WHT on the other side of the connector and is still YEL/WHT at pin C13 on the OBD-0 ECU plug.
The GRN/WHT from the TPS becomes WHT/GRN on the other side of the connector and is back to GRN/WHT at pin C12 on the OBD-0 ECU plug.
The RED/BLU from the TPS stays RED/BLU on the other side of the connector and is still RED/BLU at pin C7 on the OBD-0 ECU plug.

Hope that helps you trace down your problem.
