Default One of rear drum brakes not working properly

2005 Honda Civic VP Automatic 109,000 miles
I've notice this for a while when hard braking car sometimes pulls to one side slightly. I've been having issues in the past with drum brakes locking up when I back out of the driveway and start driving. I've adjusted the drum brakes to where they the wheels spin with the same speed. However, when my partner presses the brakes hard with the rear of the car jacked up, I can't spin the rear drivers side wheel but the right rear has some resistance but I can spin it. I've adjusted the star adjuster to the point where one more tooth up and it will be so tight that I won't be able to put the outer drum on.

The brake pads look to have lots of material left from what I can tell.

I'm not sure what else to do to resolve this. Does anyone have some ideas?

Fixed it by degreasing and sanding both pads and drum with 100 grit sandpaper. Rubber boot was also torn on the right side.
