I have a 2000 Civic EX with power mirrors. The switch has never worked from the day I bought it, so today I was tinkering with it to see if it is a switch issue or a wiring issue. And honestly, I’m baffled.
I have the service manual with the pin out of the wires and neither option listed matches the colors and layout I have in the vehicle. A google search revealed that the colors I have match a JDM wiring harness. Does anyone have a copy of the JDM pin out?
Also, after I had given up and put it all back together it started actuating my electric door locks?? I have the door lock switch unplugged for an unrelated issue. How is this possible? I’m guessing these are an add on by a previous owner and something in the wiring is jacked.
Sounds like the P.O. did some craptastic electrical work, and it's up to you to fix it.
Some pictures would be great - start with the switch and the wiring at the plug (in focus!). I want to see if it's something I recognize as originating in Japan. Any evidence of someone being back there already? Soldered wires, electrical tape, inline wiring connectors, etc.?

Post all wire colors attached to the switch connector (and pics of connector as mentioned). Does the connector have 7 or 9 wires?
You can figure out the problem without the JDM circuit diagram.
Start here:
Use a multimeter to test whether the unplugged switch connector gets battery voltage and ground. Since the wire colors don't match the USDM/CDM diagrams, then test all wires for both voltage and ground.
Post wire colors that have battery voltage or ground.
