99 2.3L Idle Surging Issue

99 2.3L Idle Surging Issue
So here's what's going on.
Original issue was idle surging from 1k to 2500RPM. Checked all vacuum lines and all seems clear. Took it a step further and changed the IACV, MAP, TPS & Throttle body, TB Gaskets, Intake manifold lower and upper gasket, Fuel Injectors & Knock Sensor. Found a bad spark plug wire so I changed all the wires. Had a ELD code come up luckily found it at O'reillys and no more code on ELD code after replacement. So the car only idle surges when warm.
New code showed up now P1399 randon misfire. I really am lost at this point. any info helps!

Some guesses:
EGR - often needs cleaning and can kick that error
Spark - I know you changed the wires, but did you change the plugs? Did you double check the gap on the plugs? Did you replace the distributor cap as well as the wires? Loose cap?
