Running lights on, but HEADLIGHTS OFF

Running lights on, but HEADLIGHTS OFF
I can't find this problem no matter where I look on the internet - if anyone else has this please let me know where to look for the fix.
I drive a Honda HR-V, 2017
I just had the dealership change my two front tires.
Now my headlights will not come on. The bulbs are fine. The running lights are on, but the moment I put my lights in the ON position, the lights turn completely off.
Cannot figure this out! I'm already on the road to a funeral and have to wait until daylight until I can start off again. Could the dealership have knocked something loose? The fuse box seems fine.
