2005 civic it has the hybrid bumper on it I believe but anyway

I shut the hood and now I can't get it to open back up. I tried about everything, the lever inside doesnt do anything and I pulled cable outside threw bumper and still nothing.

Any other tips I'm tired of this car

 

Rap on the hood while releasing it , persistence , use the force luke ,, if you get it open clean and lube the latch , do you feel the cable tension ? I think you can easily pull the drivers front fender and replace/access the cable .
