Lsv won’t rev past 4K rpm

Lsv won’t rev past 4K rpm
I have a b18b1 bottom end with a b16 head that was pulled out of an integra that ran perfect then I put it in a 97 civic sedan with a y8 harness and the car does not rev over 4K what ecu should I be using and what other problems could there be?
