Brake Drum Problems After Rebuild

So I put in new shoes and hardware on the rear drums on my 07 LX today and now I have problems. Even though I screwed the star wheel adjuster all the way closed, there is major friction. I drove a couple times around the block to the soundtrack of scraping and when I pulled the drums, I had the better part of an ounce of brake dust in each. To go along with this, I'm also getting no tension whatsoever from my parking brake. The cable moves the bar, but the movement on the shoes is minimal. I'm hoping both problems are related and will be remedied with a single fix. Anybody run into this before?
