Default 2000 civic si timing problem

So I had an issue if the car running rough and found out the timing is being retarded I think. So I did check the timing belt off and it was off 2 teeth so I redid it and double checked everything then I got a timing light and hooked it up and it is still running rough. I can't even see the red mark for the ignition when I run the light. Any pointer/assistance would be a huge help

When the ignition is firing the timing light the red mark will be about here

Have you jumped the service connector before adjusting the timing? its a small plug located above the ECU.

Inspect the crank pulley and locate the where the middle timing mark is and use some nail polish or red marker and make the line visible again so when your timing the engine you can see the mark. line up the timing cover pointer to line up with the middle line.

yes I did jump the connector and the line still has red paint on it as the car gas 30k on it as of now. But I am going to double check everything tommoro. The other problem is the car won't idle below 950rpm and it run very touch because it's running rich which I thought was due to timing being off and it was a tooth or 2. Already rebuilt distributed checked every sensor on the car and adjusted tos. Car is an obd1 conversion as well if that mappers running a p28.
