Limp mode p28

Default Limp mode p28

Hi
Heres my problem, this winter I redid all my wires from the harness (I build my self a new harness with new pin, new wires and new connector). I redid the exact same connection then my old harness, every sensor is recheck multitudes of times, all wires are plug at the right place. Now I have a issue, my car wont pass 5500 RPM. I got a p28 chip ECU with a b18c ITR. Vtec still hits at 5200RPM but as soon my rpm is at 5500 theres like a rev limiter and my engine wont rev higher. NO CEL. I think my ECU is in limp mode. So I try to plug in my old p73 ECU(that I has using in summer 2018, vtec was working fine). I had a CEL with it and car can pass 5500 RPM but no VTEC. I try to find wich code my CEL was giving me by jumping the two wires of the little blue connector and put the key at on but my cell wasnt flashing.

So why with my p28 my car can't pass 5500 RPM and with my p73 it can?

Might seem to simple but have you pulled the tune off of the chip to see what the rev limit is set to.
