Default Tachometer only working between certain RPMS

Hello everyone, I have a 96 INTEGRA LS motor in my 99 ek coupe, have a Obd2 harness with a chipped obd1 ECU on a base map with 2 step set at 5k. Everything in my cluster is working besides the temp and RPMS . So what is happening is the RPM only seem to be reading consistently between 2-5k. But if I floor it in any gear and get close to the 5k point the gauge will just bounce of 5k like the 2-step is engaging but the engine will still rev to redline like it’s supposed to. Also most of the time when I’m driving when I go below 2k the tach will go bezark and wobble all over the place. Also if I’m idle the 2-step will not engage with clutch in or out if I’m flooring it or not, if I’m in neutral or first it will not engage. Any knowledge helps, been trying to figure this out for the last month. Transmission is b16 cable.

Rule out the distributor by trying a known working one. Borrow one if possible as then its a free and easy check

it's likely the icm. about $30 at rockauto.
you will need one eventually so man up.

So I found a ground that was loose, and cleaned off the area and re tightened it and the tach is working perfectly good now up until the 5k point, but no longer jumps around when it goes under 2k, 2 step still not engaging. And temp still not working. Do you still suggest replacing icm? Also forget to add that the 2-step does engage but only when I un clip the VSS , figured that out tonight.
