Default Horn doesn't work, Wipers don't turn off, back windows don't work, 94 Accord

Hi, I have a 94 Accord with 430,000 miles on it and I have been trying to fix a lot of stuff that is wrong with it lately. I have 3 issues currently, the horn doesn't work, the wipers have a mind of their own and most of the time will turn on and not turn off and also my back windows don't work. I don't care about the back windows right now and only mentioned it in case there is a common issue that could be related to all 3. I have gone through a bunch of threads and read about a G403 ground, but can't seem to find any info on how to actually find it and fix anything that might be wrong with it. Since Honda uses the ground as a switch in these situations, I don't understand how to test that with a voltmeter. I do have a tool that has a ground wire attached to it and a lightbulb inside that lights up when you touch a hot wire. When I honked the horn, the light lit up at the horn on the front of the car. However the voltmeter didn't read anything in the same situation.

The horn: I attached a ground wire to the horns on the front bumper and got sound. I have also replaced the relay, but that made no difference. I can hear the relay click when I push the horn button.

The wipers: I have tried 2 different relays besides my original. After replacing a relay, things seem good, then the wipers after 5 or so minutes start doing their own thing. I have replaced the motor, but that didn't change anything either. When the wipers are on, I can still change the speed settings with the switch and in the rare situation when the wipers are off, I can work the wipers as normal with the switch.

Any advice would be greatly appreciated. I have run out of ideas. Thank you!

Wipers -

1. the switch-- I had this happen in a previous car but I think it's unlikely

2. Integrated Control Unit-- if you unplug the plug going into the back of it you gain manual control of wipers

Quick Fix - you can regain manual control of the wipers by unplugging the ICU.....and then replace it once you have the time and money

--it's on the back of the underdash fuse panel


Horn-
My guess is horn relay -(but check the fuse first)

Back Windows I would guess power windows motor. Just had to replace this on one of my back windows .

Thank you, the diagram doesn't seem to match my car, is that for a 94-97 accord?

Probably not, it's more likely a 98-2001 Accord. The idea was just to show what I think to look for.
