Drill it out and then buy a small plate and stud and you will have to insert it from under ... Check http://www.comptechusa.com and look in the installs section for their front sturt tower bar for civics and do exactly what they say. The also have the part you need but I don't know if it's available seperately....
this happened to me as well. the body shop told me that you can't order just the stud. apparently the studs come welded from the factory to the whole piece of metal that your shock goes under. So they said to replace it would be a waste of money. So I would suggest jerry rigging it like the above posts. Does anyone even know if there is that much of a difference with one bolt missing?

Plus your putting more stress on the other bolt. You might break off the other while driving.

on my '96 RS there were rubber plugs in those holes. You just had to buy a couple of bolts/nuts and put a bar on there.
You could buy the Skunk2 or Spoon, but why not just buy a bolt/nut?
