When I start the car the wipers come on shortly afterwards, if I take out the fuse I also lose power windows.

Any suggestions where to start, I'm trying to keep it low buck

 

If you wiggle the wiper stalk, can you get the wipers to stop cycling ?

 

The plastic ring in the neck probably broke in the switch and the vibration from the car makes it turn on. You probably need to replace it

They're cheap (~$40). It's a pretty common failure and fairly easy to fix.

They sell a new one for $82 on rock auto but I dont want to pump all kinds of money into this car

 

Many years ago I drove around with a piece of foam holding mine up for two years. It was an $800 EF sedan. That's free, so you have options

 

You have to get one from the same year and trim level as your car to be safe... plug styles and wiring sequences on the plugs differ. The risk of buying a used one is it could have the same issues as yours does now. Roll the dice.
