Default Help!! No check engine light when I turn my key on accessory mode

So I have a Civic EG, bought from a guy who did a D15 3 stage swap. Now it has an OBD2A ECU (P2J).
When I turn the key to ACC, Theres no Check engine light, I checked the bulb already, it was fine, even swapped out some other bulb to confirm it was not the issue.
I also swapped out a cluster gauge to know whether it was the problem.

So now, Im stuck trying to trace the circuit from the cluster gauge to wherever it leads me, and for the life of me, I can't figure out whats wrong.
Can someone give some advice on what I can do to fix the problem? Thanks!

Do you mean that the CEL doesn't illuminate when the key is turned to the ON position? The CEL isn't supposed to illuminate when in ACC.

The two electrical tests I suggest below assume that the CEL does not turn on when the key is turned to ON(II).

Pull out your multimeter, and remove the cluster.

Turn key to ON(II).
  1. Test the whether the cluster connector pin that supplies battery voltage to the cluster warning lights has ~12V.
  2. Test whether the cluster connector pin that supplies ground to the CEL bulb has continuity with body ground.

Hello!

Update on this, I found out that my brown wire( from ecu) the one with the SCS pinout is cut from the ECU. I have a female plug for the C131 plug but I have no male.
