1995 Civic EX with JDM B20 low-comp block. Acura P75 cylinder head non-vtec. Phearable obd1 basemap ecu. LS manual transmission

Previous owner did swap, wired in a push-button start, and removed charcoal cannister, evap solenoid and possibly other emissions parts. I had the car in a state where emission or safety testing isn't required. I moved to a state where both are required but the age of the car disqualifies it from emission testing but requires visible inspection for safety. I asked around at a few local shops approved for inspection and some I received answers ranging from any non-stock swaps will be cited to as long as it passes visual inspection it's okay.

I did contact Phearable and was told that the base map ECU I purchased from them will not search for an evap solenoid or emissions.
I could most likely slap on a gutted charcoal canister, a dummy evap solenoid and route hoses into it and out of it that will feed tubing to back of chassis to emit vapors safely away from engine and exhaust. Possibly add a small inline 12 volt pump to the exit tubing/hose to pull vapors from front and push out in rear of chassis.
Seems to be some shops around here that may have lax visible inspection standards.
