Default Code po113 IAT high voltage, i have 12 volts at pigtail instead of 5 volts?

I hit a bad pothole while driving and my iat Got ripped out of the manifold, which caused my car to die once i took it out of gear.
when i pulled over i pulled read the code from my phone from the hondata app.

i found the sensor unplugged and boom the car started up... but the cel stayed on.. so get home in limp mode, and notice the pigtail plug to the iat is reading 12 volts, when i know its supposed to be 5..i redid the plug via solder and it still reads 12 volts...im wondering if i have to trace the whole wire back or is there something else im missing, does this sound like an open wire?
