D-series Engine Starter ID confusion. What is the deal with this?

Default D-series Engine Starter ID confusion. What is the deal with this?

To start off i had believed that all 92-00 d series starters were the same, besides auto and manual. I had just got to the point of getting a new starter for my turbo project. And well i was asked if it was cali emisions or federal emisions.
Thinking all manual d series starters were the same i got the cheaper cali emission one. Come to find out the nose off the drive gear is super long. And if my memory serves me right, it ussually doesnt tbh, a manual d seres starter doesnt have a extra snout off the drive gear.
sooo my question is, does any one know whats up with this?
also to add, the part store pictures show different gears between the 2 starters.

Well i bit the bullet and got a federal emissions one.
appearence wise and basic measurements i cant tell a difference. So it may be in attached brackets, because both the ones i bought said i need to reuse old brackets.
