Both ball joints on my passengar side wheel snapped the other day while driving.

I called AAA to get a tow, since I'm new to the area I was swindled by the driver to bring it to the AAA owned shop down the road. They say that I need a new upper and lower control arm because they are unable to replace the ball joints. The axle popped out as well ripping the cv boot so they said they need to replace the whole axle. ABS sensor also broke. Their estimate is $1500. I feel like that's an insane amount for the work required. Why can't they just replace the ball joints and why does the axle need to be replaced if it didnt brake? Also that axle is fairly new since I had it replaced 3 years ago when it snapped on me. Trying to think if I should tow it to a mom and pop shop down the road.

Im also stuck talking to a reception lady who knows nothing about cars because their mechanics "don't get paid to talk on the phone".

Should it cost that much and does it make sense to replace all of that?
