Default 90 EF8 no start need opinions

After a couple weeks of searching for my problem I'm turning to making my own post. I've got a 1990 Honda CRX SIR, that is getting no fuel. But what it is also doing some other weird things.

The last time I drove it was about a year and a half ago. slowly I have been converting it to OBD1, Bought a Rywire obd0-obd1 ecu and dizzy harness, HAmotorsports chipped p28 ecu, obd1 dizzy, plugs, wires, etc. also while the cars been sitting I removed the A/C system, Compressor, lines and wiring harness. Did the timing belt and new battery. was getting excited to start this thing back up again but I cant get it to start. so I start checking the normal things you check. yes I'm getting spark, but I'm not getting fuel. so I replaced the fuel filter hoping it was just clogged from sitting, still nothing. My main relay is clicking but I couldn't here the fuel pump so I got a new main relay, same thing. Im also don't get fuel if I plug in the obd0 ecu. I even took off the obd1 dizzy and jumpers and put all obd0 dizzy and ecu back in and still no fuel. The only thing I haven't checked yet is if I'm getting power to the fuel pump which I plan on doing tonight (2/11/20)

here's were things are getting weird, I happened to hit my fog light switch and started hearing a buzzing noise coming from under the dash and I could make it go off by hitting the brake pedal. then I tried turning on my headlights with no key in the ignition and its just like you are turning the key to the on position, dash lights come on, you can here the main relay click on and off with the check engine light. but, I'm not getting any headlights or turn signals. also not getting brake lights. Same thing also happens when I hit the dome light. The car drove fine and everything worked before I started doing the conversion. but now its like I have some sort of grounding issues. I've looked at my turn signal wiring harness and I'm not seeing any exposed wires. looked over the ignition harness and don't see anything, thinking about picking up a new one from autozone for $62 but I would assume if it was that I would be getting nothing. all the fuses under the dash and in the engine bay are good, did a resistance check on all of them.

sounds like one of your wires are shorting out. are you getting power to the pump through the plug?

It's much more informative to check each fuse for battery voltage rather than resistance because the key question is whether fuses RECEIVE voltage. Hood fuses in generally receive battery voltage with the key OFF. Dash fuses generally receive battery voltage with the key turned to ON(II).

What do voltage tests of each installed fuse tell you?

just tested it and it looks like I’m getting little to no power there

tried attaching a wire from the battery to the fuel pump and when I do that and turn the key to the on position the main relay doesn't click and I only get oil pressure light.

Have you checked all your grounds are connected properly?

Get a multimeter and check for continuity to body from the ground pin of the fuel pump connector.

Yeah all the grounds are connected. pulled the thermostat one off and cleaned it.

I still need to test the voltage for the fuses, just have had a limited time working on the thing. It is valentines day today so maybe ill ignore the wife and work on the real valentine haha
but ill also check the ground on the fuel pump too. thanks again for the input

I figured out what the problem was, just needed to ground the battery to the chassis. It must have had a wire that I removed when I removed the a/c harness and all the brackets that went along with it.
