Steering wheel skips and pops and barely turns wheel
96 honda accord lx
2.2l f22b2 non vtec
5 speed trans
The power steering pump has been out since I got the car. Put new axles, hubs and spindles on last spring. Now when turning the wheel it pops and will skip so the steering wheel inverts itself and you have to turn and turn to get the tires to respond. I figure it's a rack issue but if anyone thinks it could be something more simple please let me know before i pull the entire rack for something in the column messing up. Car was rough when i bought it hence the replaced axles and things last spring. Thanks for any input!

Sounds like you could use a new rack (and couldn't we all?).
If you don't plan to run it with power steering, look into switching to a manual rack.
