I see there are a lot of Garrett compressor covers. Which turbos will have fitment issues?

I'm using a cast manifold from Go-Autoworks and he says it needs to be a B compressor cover or smaller. Not sure if that's the same with the Inline Pro, but GAW carries them, so I bet he could tell you what fits and what doesn't.

Is an E cover out of the question?

An E-cover can still be used with the inline pro manifold specifically, but that also means some grinding on the block to allow fitment. The same can mainly be said about the GAW manifold also. What you will have trouble fitting is a GT3076R -sized Compressor cover, as they are a bit larger than the T04E Covers. They are much more similar in size to the T04S in terms of circumference, just uses a 2.0" compressor outlet instead of a 2.5" outlet like the T04S cover is notably known for.

Also, most BW covers will have difficulty fitting unless they are of the S200 series size with their ported-surge covers. The GTX Gen2 GT28 T04B family series can fit quite well and still give you the ported-shroud /inducer bleed grove sound that you're looking for.
But it doesn't matter if the compressor wheel/turbine wheel combination doesn't fit your needs.

You Ideally want to use a T3 5 bolt outlet turbine housing paired with a T04B compressor cover (or smaller...ie straight T3). We have several garrett combinations converted to this to work, T series, GT, GTX. In Borg the S200 small cover and their dual drilled 4/5 bolt housing will also fit well. You can use a T04E cover/5 bolt combination, it just isn't as "easy" (easier on a B than it is a D). If buying new and the option is there, B cover, 5 bolt is the answer. That is what the manifolds were designed to use.

Absolutely.. I remember when BW acquired BEP's design for that 4 /5 bolt combo housing. would you believe it if I told you that hosting originated from a DSM design mold back in 2004?
