99" is OBD2A,

2000-2001 is OBD2B

Do you not have a tach signal when engine is on?

FYI for Civics:
OBD2A - 96-98
OBD2B - 99-00

FYI OP:
99-00 Civics are wired to get the rpm signal directly from the ECU, not the distributor.

In this case, you likely need to run an rpm wire from the distributor to the cluster as the stock 99 Civic harness does not have the distributor-to-cluster rpm wire.

Didn't know the Civics were different than the Integra's, my 99'' Integra is OBD2A and my 2000'' EK is OBD2B.

There are also two exceptions to what I posted for Civics. The 99-00 Civic HX with a manual transmission is OBD2A, whereas the 98 Civic GX is OBD2B.

But how will the ecu know what rpm the engine is at?

Honda Civic ECUs get the engine rpm signal from the CKP sensor in the distributor, not the ICM blue wire in the distributor.

thanks for the info. On my last picture theres a blue wire that is located on the driver side wire harness, is that the tach signal test wire?

Yes. You can extend it through the firewall to the cluster, but first verify that you can detect the rpm signal there.

I can post OBD2B diagrams for you, but you probably just need to run a wire through the firewall hole and splice one end to the test connector blue wire and the the other end to the blue tach wire in the cluster connector.
